This document presents the Territorial Tourism Development Plan for the Serra Catarinense region (PDTT), executed by Girus Soluções em Turismo and made possible through an initiative of the Association of Municipalities of Serra Catarinense (AMURES), the Brazilian Service for Support to Micro and Small Enterprises of Santa Catarina (SEBRAE/SC), the Serra Catarinense Intermunicipal Consortium (CISAMA), with funding from the Ministry of Tourism (MTUR). Completed in 2021, the plan was developed to promote sustainable tourism in the region, enriching the visitor experience and improving the quality of life of residents in the 18 municipalities covered.
Regional Context
The Serra Catarinense, one of the main tourist destinations in Santa Catarina, is made up of 18 municipalities, home to approximately 290,000 inhabitants. The region is renowned for its exuberant natural diversity and offers a wide range of tourist activities, including ecotourism, adventure tourism, wine tourism, local gastronomy, sports tourism, and business tourism. Among its attractions, the Ronda Canyon, Laranjeiras Canyon, São Joaquim National Park, and the Serra do Rio do Rastro viewpoint stand out, among others.
Girus Soluções' Performance in Tourism
To achieve the PDTT's objectives, strategies were outlined in five thematic areas: Infrastructure, Tourism Product, Tourism Marketing, Socio-environmental Sustainability, and Strengthening the Institutional Framework. In addition, Girus also led the creation of Municipal Tourism Plans, customized for each of the 18 municipalities, with actions that reinforce regional tourism planning.

Results Achieved
Among the significant results of the PDTT to date, the following stand out:
Certification of Excellence: In March 2023, the “Serra Catarinense Sustainable Seal” was launched, awarded to 84 tourism businesses focused on sustainability.
Cycling Route: Presented in September 2023, the planned route will cover more than 500 km, connecting several municipalities and promoting adventure tourism.
Paving of the Rio Rufino – Urubici Highway: Resumed in February 2024, this project is vital for the connectivity and economic development of the region.
The Serra Catarinense Tourism Brand: Launched in March 2024, the brand highlights the tradition, adventure, and sustainability of the region.

The Territorial Development Plan for Tourism in the Serra Catarinense region exemplifies how strategic tourism planning can boost the economic and social development of a region. The collaboration between Girus Soluções em Turismo, AMURES, SEBRAE/SC, CISAMA, MTUR, and municipal agencies has been fundamental in positioning the Serra Catarinense as a leading national tourism destination, demonstrating the positive impact of integrated and sustainable tourism management.
