A legal framework for sustainable tourism. 

In May 2025, Anitápolis (SC) took a historic step towards structured, sustainable, and participatory tourism development. Through Municipal Law No. 2,111/2025, the municipality formalized its Integrated Sustainable Tourism Development Plan, the result of a planning process conducted with consulting services from Girus Soluções em Turismo, through a contract between the Municipal Government and Sebrae/SC. 

More than a technical document, the Plan represents a collective construction of the future, guided by the values of sustainability, innovation, cultural appreciation, and hospitality. Upon becoming law, the Plan becomes the main instrument of the municipal tourism policy, providing legal certainty to its guidelines and guaranteeing continuity of actions, regardless of changes in administration. 

Girus' contribution to the development of the plan. 

Girus was the company responsible for conducting the technical development of the Municipal Tourism Plan for Anitápolis. The consultancy's work included a detailed diagnosis of the territory and the tourism offer, conducting participatory workshops with the community, actively listening to local stakeholders, proposing guidelines, goals and programs for tourism, and aligning them with the principles of sustainability and the potential of the municipality. 

The methodology used ensured the involvement of the community, public authorities, and the private sector. This collaborative process was essential for the Plan to reflect the real needs and desires of the population, as well as to strengthen local governance. 

What changes when a plan becomes law? 

When a plan becomes law, it gains the status of official public policy. This means that its guidelines acquire normative force, become mandatory as a basis for decisions related to tourism, and its goals are not vulnerable to changes in government or administrative discontinuity. 

This step also helps the municipality stand out in funding opportunities, attract investments, and strengthen its image as a destination committed to planning and quality tourism. 

Guidelines and goals with a vision for the future. 

Law No. 2,111/2025 presents nine objectives for the Anitápolis Tourism Plan, including promoting tourism as a driver of sustainability and development; making Anitápolis a competitive destination recognized for its sustainable practices; integrating tourism with local culture and history; increasing the length of stay and satisfaction of visitors; diversifying attractions and improving infrastructure; and promoting participatory and transparent management. 

The document also provides for revisions every three years, allowing for continuous updating and adaptation to changes in the tourism market.
