In this case study, we present the Municipal Tourism Plan of Bombinhas, an initiative made possible through a partnership between Sebrae/SC and the Municipality of Bombinhas, executed by Girus Soluções em Turismo. Delivered in 2025, the plan aims to consolidate Bombinhas as a leading tourist destination, guided by sustainability, innovation, accessibility, and the appreciation of local culture.
With a participatory and strategic approach, the plan integrates the proposal of the Entrepreneurial City program and seeks to transform tourism into an effective tool for economic development, social inclusion, and environmental protection.
The context: Bombinhas, a jewel of the Santa Catarina coast.
Recognized as one of the main tourist destinations in Santa Catarina, Bombinhas attracts national and international visitors with its crystal-clear beaches, trails in the Atlantic Forest, seafood-based cuisine, and a culture marked by the fusion of indigenous, Afro-descendant, and Azorean roots.
Strategically located between Florianópolis and Balneário Camboriú, the city stands out not only for its natural beauty but also for its economic performance. In 2021, Bombinhas presented a GDP of R$ 877 million, with emphasis on the tourism, mariculture, and fishing sectors. The municipality has more than 5,300 companies, 1,687 of which are linked to tourism (SEBRAE DATA-MPE BRASIL, 2024), demonstrating its vocation and dependence on this activity.
The city has also already achieved important recognitions such as:
- Blue Flag certification for three beaches (Quatro Ilhas, Mariscal and Conceição);
- International Green Destinations certification (silver seal);
- Participation in the Brazil Future Tourism Program – DTI (SEBRAE Nacional and IDB).

Girus Soluções em Turismo was responsible for coordinating the entire plan development process, using a methodology based on active listening, data analysis, institutional coordination, and strategic innovation.
Between August 2024 and April 2025, 3 Participatory Planning Seminars were held, with the direct involvement of:
- Representatives from the City Hall and the Tourism Secretariat;
- Business owners in the tourism sector;
- Members of the local community;
- City councilors and municipal authorities.
During the meetings, the strategic pillars of the plan, the technical and participatory diagnoses, the action proposals, and the vision for the future of tourism in Bombinhas were presented and validated. The methodology adopted strengthened the participatory process and ensured that the plan reflected the real needs of the territory and the potential of the community.
Bombinhas' 5 strategic priorities
The plan is structured around five fundamental pillars that align Bombinhas with the principles of a Smart Tourist Destination (STD):
1. Innovation
Creating authentic experiences, themed routes, cultural events, and strengthening local entrepreneurship, such as the Tourism Hackathon, business matchmaking sessions, and a portfolio to attract investment.
2. Technology
Digital modernization with 4G/5G expansion, transformation of Tourist Information Centers (CATs) into Smart Tourist Service Centers, use of QR Codes, augmented reality, and visitation apps.
3. Sustainability
Awareness campaigns, incentives for environmental certification of attractions, expansion of beaches in the Blue Flag Program, and investments in sanitation and efficient public lighting.
4. Governance
Improving public management, coordinating specific policies and regulations for tourism, encouraging formalization through Cadastur (Brazilian Tourism Registry), and cooperating with neighboring municipalities, such as Porto Belo.
5. Mobility and Accessibility
Paving of strategic roads, implementation of a bus terminal, public transport lines connecting tourist areas, a cycle path network, and adaptation of attractions to ensure universal accessibility.
Overall, the plan presents a set of short-term (2025-2026), medium-term (2027-2028), and long-term (from 2029 onwards) actions, involving the public sector, private sector, and civil society.

With this objective in mind, the plan proposes concrete actions to extend the average length of stay for tourists, reduce seasonality, strengthen local identity, and attract visitors with greater spending potential.
Bombinhas is preparing for the future by investing in technology, culture, infrastructure, and regional integration, with a view to offering authentic, accessible, and sustainable experiences.
